UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to raise council taxes next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” said a council leader.

He added: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities this week further found council budgets being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) for UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” said the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
